Teaching for Literacy Competence is a program for children who are at risk of reading failure and are being taught to read on a one to one basis.

Staffordville’s TLC program is designed to:

• Work with struggling beginning readers to prevent reading failure
• Have the child recognize him/herself as a reader
• Provide daily one to one instruction utilizing individualized plans (45 minute lessons for each child).
• Use writing as a component to teach reading
• Alternate between reading teacher and trained paraprofessional working with child
• Provide take home program to increase student’s progress
• Child is progressively challenged to read more difficult books and guided to become accountable for his/her own reading by using the strategies of meaning, grammar, and phonics.
• To move the child from beginning reading status to one where he/she has developed their own self-improving system for reading.
